Job Description – Facility Manager

General Description
• The Facility Manager is normally based at project and will report to Head of FM division. He is responsible for the performance of projects under his control and is to ensure that staff provide and execute services delivery in accordance with the project specification, Service Level Agreement (SLA) and the company’s procedures. His primary obligations and responsibilities are: -
• To ensure service delivery of the contract(s) is in accordance with the Contract Agreement and SLA.
• The overall allocation and control of the company’s staff for each project.
• The overall allocation of plant and equipment for each project.
• The overall allocation of labour resource for each project.
• Agree training needs of staff and operatives with the Service Delivery Manager.
• Monitoring of progress, quality and safety to each project.
• Liaise with the Heads of Quality and Safety as necessary to ensure that the level of support and training is provided.
• Ensuring that the profitability of the contract(s) achieves as a minimum the level set within the estimate and budget.
• Reporting status of projects to Head of FM Division.
• Maintain close relationship with clients, customers and Consultants for each project.

Duties and Responsibilities
Allocation of Staff
The Facility Manager will be responsible for the following: -
• Ensure contract are adequately staffed with the correct level of experienced staff in the various positions.
Discuss and agree with the Head of FM division staff requirements at the start of a contract and regularly monitor and review same as service delivery proceeds and matures.
• Regularly assess that good relationships are being maintained with client, client representative and customers on site and that staff are performing well in their individual roles.
Allocation of Plant and Equipment
• Discuss and agree with the Head of FM division plant and equipment requirements at the commencement of a contract and regularly review requirements as service delivery proceeds.
• Allocate the companies operated plant resources where required, and approve the hire of external plant when necessary to supplement internal resources.
Allocation of Labour
• Discuss and agree with the Head of FM division the resource requirement’s at the commencement of a contract and regularly review resources as service delivery matures.
• Allocate the companies labour resources for each project and approve the hire of external labour or specialist subcontractors when necessary.
• Review with the Head of FM division productivity of operatives and labour to ensure efficient working. Minimise client and customer complaints aiming to achieve 100% client and customer satisfaction in providing a quality service completing all jobs first time and as the SLA.
Monitoring of Progress, Quality, Safety performance.
The Facility Manager will be responsible for:-
• Regularly monitoring delivery of the service with the Head of FM division. This will be done by reviewing the number of ppm tasks and inspections completed against planned in the period (monthly), and the number of additional Work Orders arising from requests to the Help desk competed in the period (monthly) as defined in the SLA.
Records and performance reports from the CAFM system and the retention and filing of hard copy ppm and additional Work Orders is to be undertaken by the Service Delivery Manger to allow audit and inspection of service delivery.
• Attend Client / Consultant progress meetings.
• Regularly visit sites, at least once a week to review quality and safety performance. These systems are also monitored by EIH safety departments and regular Q.A audits by the Q.A Manager / Management Representative.
Reporting of Project to Senior Management.
The Facility Manager will take responsibility for:-
The regular reporting on the performance of each project. This can be carried out in a number of ways either verbally, regular written updates or by weekly meetings.
Maintain Relationships with Client and Consultants.
The Facility Manager will take responsibility for:-
Maintaining close contact with the client, and client representatives and Consultants by attending progress meetings, informal discussions etc.
Expected Requirements / Skills of a Facility Manager.
• Wide and extensive knowledge of providing Hard Facilities Service delivery.
To demanding clients.
• A minimum 10 years Gulf experience in a similar role and capacity.
• Sound Business and commercial acumen.
• Good interpersonal and communication skills.
• experience in Contractual, Commercial and Engineering.
• experience and training in Quality, Health and Safety and Environment corporate procedures.
• A proven Team Leader through his experience and achievement.
• experience of a multi -cultural workforce.
